Location labels in outbreak setup change

When opening a new outbreak, in the outbreak setup screen, the admin location labels that are pre-populated in the setup screen are often the labels that were entered during the setup of a previous outbreak. Once something is edited in the outbreak setup screen, such as outbreak or file name, the admin location labels suddenly change to the base location labels (Uganda or Guinea for English or French outbreaks). This is confusing to the user, who may check the location labels once, change other outbreak setup options, and not look at the location labels again, thus missing that they have suddenly changed.

Task:

Ensure that when the outbreak setup screen is opened, the base labels for Uganda or Guinea appear (matching the base form templates for English and French databases).

Seems to be working except that even when the culture settings are set to French, I am still getting the base labels for Uganda as the default labels in the outbreak setup screen (instead of the Guinea labels). I don't think this is a huge problem, though.

Version 0.9.5.2 - see above comment from lushilu. However I had NA appear for the third admin location and not parish, as would be that location for Uganda.

When starting a new outbreak in International/French, the default settings should be the base French form labels, which are for Guinea.
